William Senich

Chief Executive Officer

William Senich is CEO of Catapult Consultants, LLC, a leading professional services and federal financial management firm. Mr. Senich oversees the long term growth of the firm’s four main business groups: Information Technology, Acquisition Management, Financial Management and Healthcare Solutions. Mr. Senich has over 25 years of experience in progressively responsible organizational leadership positions delivering professional services and product growth to the federal sector. Prior to joining Catapult, he led businesses that provided specialized intelligence systems, operations support, acquisition and financial management, enterprise IT services, and cyberspace systems and operations support services to the Intelligence Community and Department of Defense. In addition to developing new market opportunities for services and products, his achievements include delivering margin improvement and driving growth.

Mr. Senich founded LVI, and operated as President and Chief Executive Officer until 2011 where he led the delivery of professional services to the intelligence community and Department of Defense.

Prior to LVI, Mr. Senich was a former partner with IBM’s Global Business Services group where he was responsible for the company’s National Intelligence Programs account and provided specialized professional services and data analysis solutions to the U.S. intelligence community.

Mr. Senich also served as Vice President at L-3 Communications (formerly Titan Corporation) where he led the company’s Special Operations Division and provided specialized engineering and analytical services to the U.S. Government. Throughout his distinguished career, he also held operations, marketing and engineering positions at Harris Corporation, Hughes Aircraft Company, and Aerospace Corporation.

Mr. Senich received a BSE in Electrical Engineering from University of Michigan and has completed all coursework for a MSEE from the University of Southern California. He is also a guest lecturer and panel member.

Edward Rinkavage

Vice President Defense Programs

Mr. Rinkavage is Vice President of Defense Programs for Catapult Consultants, LLC, overseeing operational performance and business development within Catapult’s Defense and Intelligence Community programs.

He has over 33 years of experience in the federal contracting industry as a corporate executive and within the Department of Defense as a contracting officer, squadron commander and IG contracting inspector. He currently advises senior Federal officials on acquisition reform, business strategies and Performance Based Acquisitions (PBA). Ed has authored several articles for national publication on acquisition reform, presented applicable concepts on the acquisition workforce, and change management and briefed senior procurement executives on these initiatives. He also has a proven and highly successful track record managing large-scale overseas specialized services and construction contracting programs worth over $650 million while advising senior military leaders in Europe on acquisition strategies. Ed led Air Force and multi-national contracting in the Balkans including programs in Croatia, Hungary, Serbia, and Bosnia as well as the Middle East including Saudi Arabia, Kuwait, Oman, Bahrain, and the United Arab Emirates.

Ed is a member of the Defense Acquisition University (DAU) Alumni Association, Industry Advisory Council (IAC), Intelligence and National Security Alliance (INSA), Armed Forces Communications and Electronics Association (AFCEA), past president of NCMA Tysons Corner Chapter, is an NCMA Fellow, and is on the NCMA Executive Advisory Committee.

John Kimmins

Chief Technology Officer

Catapult-Leadership-JohnKimminsJohn Kimmins is Catapult’s Chief Technology Officer (CTO). In his 41 years of experience, John has served clients in Intelligence, Defense, Energy, Telecommunications, and Financial Services. His professional focus is in developing cyber security solutions and services and the evolution towards next generation networks.

Prior to Catapult, John was Executive Director of a global cyber security consulting practice at Applied Communication Sciences (formerly Telcordia Technologies). He worked with governments, global service providers, international suppliers, utilities, financial services organizations and enterprises to identify vulnerabilities and implement tactical and strategic risk management approaches. He has pioneered security risk assessment methodologies for Smart Grid, Supply Chain Integrity, broadband networking, 3G/4G mobile technology and IPTV. He managed classified projects across multiple Agencies in the areas of and technology standards analysis.

John has published on the vulnerabilities of different aspects of the global telecommunications network, and multi-media services. John has participated in standards and industry working groups to establish industry best practices. He received the prestigious Fellow Award for contributions to the security of the public telecommunications infrastructure.

John holds a bachelors degree in operations research and an MBA degree in systems engineering. He is also a Certified Information System Security Professional (CISSP). John is a frequent speaker at global conferences discussing cyber security, protecting critical infrastructure and the overall impact of security on business and government.

Edward “Sonny” Masso

Senior Vice President, Advanced Programs and Business Development

Edward Sonny MassoEdward “Sonny” Masso joined Catapult Consultants as a Senior Vice President responsible for Advanced Programs and Business Development. Mr. Masso has a rich background in industry and military programs with both large and smaller scale technology programs.

Mr. Masso retired from the United States Navy in October 2009 as a Rear Admiral. He served in Command nine times over a 32 year Surface Warfare Officer career including Flag assignments as: Commander, Navy Personnel Command/Deputy Chief of Naval Personnel, Assistant Chief of Naval Operations for Manpower, Personnel, Training and Education (OPNAV N1B), and Vice Commander, Naval Surface Forces Command.

Mr. Masso graduated from the University of Mississippi and it’s Naval ROTC program in 1977. Upon retirement from the Navy, he started his own consulting business, Flagship Connection, specializing in Missile Defense, Cyber Security, and Naval Human Resources programs. He recently served as the Chief Operating Officer for the North Carolina Department of Public Safety with responsibility for 27,000 employees and a budget of $1.7B, including: law enforcement, corrections, national guard, state emergency operations, and juvenile justice.

Mr. Masso serves on the board of advisors at the Jewish Institute for National Security Affairs (JINSA) and is a Senior Fellow at the Potomac Institute for Policy Studies. He is a prolific writer and speaks frequently about cyber security issues.

Tom O’Hara

Chief Financial Officer

Tom has 35 years of business and financial experience in both large and small companies. The last 12 years Tom was the Chief Financial Officer/Vice President Finance for two companies who’s focus was in the Defense and Intel space, with both companies being acquired by large Defense/Intel companies. Tom’s business experience has been focused in the areas of finance, contracts, human resources and mergers and acquisitions, primarily with small companies.

Cristine Offutt


Catapult-Leadership-CrisOffutCristine Offutt, CPA, graduated magna cum laude from Midland University in Nebraska with a bachelor’s degree in Business Administration. She obtained her CPA certification early in her career while with Deloitte, and subsequently branched off into commercial banking for several years before accepting a position as CFO with a local 8(a) contractor. She joined Catapult Consultants as Controller in 2012 with a strong background of over 15 years financial management experience with various government contractors, most recently as the Director of Finance and Accounting at Management Concepts, Inc., and prior to that as the Director of Accounting at Stanley Associates and Senior Vice President of Finance & Accounting with Integrated Systems Analysts, Inc.

Recent career accomplishments include the lead role in the configuration and implementation of Microsoft Dynamics AX ERP system for her prior Management Concepts, Inc., key participation in a successful IPO with Stanley Associates and contributing author to the book “The Insider’s Guide to Supervising Government Employees” (2011).

Ms. Offut has a diverse portfolio of accounting system experience, including Deltek Costpoint, Deltek GCS, Deltek Time & Expense, Microsoft Dynamics (SL, GP and AX), Jamis, QuickBooks, Unanet, various financial reporting, payroll and budgeting software, as well as SEC reporting experience and knowledge of FAR. She is currently a member of the Greater Washington Society of CPA’s and formerly served on the cash flow committee of the Professional Services Council.
